Approval of ranking and execution of the agreement with Cone & Graham, Inc., for design build services pertaining to the Pinellas Trail Loop North Segment - Shared Use Non-Motorized Trail Program.

Contract No. 167-0071-NC (SS), in an amount of $1,599,461.80 from the notice to proceed date for three hundred and twenty (320) consecutive calendar days.  Chairman to sign and Clerk of Court to attest.

Summary:

This Agreement provides Cone & Graham authorization to commence with the design development and pre-construction elements (phase 1) of this design-build project.  The County received a $5.7 million grant from the Florida Department of Transportation (FDOT) to partially fund the completion of the 6.7 mile “North Gap” segment of the Pinellas Trail Loop.  This portion of the trail runs from John Chesnut Park to Enterprise Road utilizing large segments of Duke Energy right-of-way to complete construction.  Completion of the North Gap section of Trail represents a long-time planning partnership between the County, Duke Energy, FDOT, and local municipal partners.

Through a competitive selection process Cone & Graham was selected as the number one ranked firm and negotiations for the design portion of the project have been completed.  Upon completion of an abbreviated design phase, the contractor will submit a Guaranteed Maximum Price (GMP) proposal to the County to complete the construction phase of the project.

Background Information:

The Project consists of two (2) phases:  Phase one (1) the design phase which is comprised of engineering, development of 60% construction plans and specifications, coordination of utilities and permitting, and development of the guaranteed maximum price (GMP).  Phase 1 is expected to be completed within 320 calendar days from issuance of the notice to proceed.

The design and construction documents will be completed to a point where a GMP will be developed and brought back to the Board for consideration and approval, which will lead to phase two (2), the construction phase.  The phase 2 construction portion of the project is to be completed within 518 calendar days.  Phase 1 and phase 2 will be completed within a total of 838 calendar days.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statute 287.055 was released on May 19, 2017; the negotiation and scoping process was concluded February 2018.

The contract includes fully burdened negotiated hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061. Florida Statutes.

 

Fiscal Impact:

Phase one (1) design estimated not to exceed:                     $1,599,461.80

 

The total estimated cost to complete the north end of the Pinellas Trail Loop is approximately $8M.  The County obtained $5.7M from the FDOT as part of the Florida shared-use non-motorized trail network grant agreement approved by the Board on March 7, 2017.  The County will fund the difference of $2.3M, which is budgeted in the Capital Improvement Program.  The funding source for the County’s portion will be derived from the Local Infrastructure Sales Tax (Penny for Pinellas): Pinellas Trail Projects, Duke Energy Trail Extension program allocation, PID No. 000967A.
