Approve the award of bid to EQ Florida, Inc. d/b/a US Ecology (US Ecology) for requirements of household chemical waste collection services.

Bid No. 178-0085-B(LN); in an annual amount of $650,903.50 for a sixty (60) month total of $3,254,517.50 on the basis of being the only responsive, responsible bid received meeting specifications.

Summary:

This contract provides household chemical waste collection services for the Solid Waste Department (Solid Waste). 

Services include the disposal of household hazardous chemical wastes using the most environmentally responsible method available, as well as providing household mobile collection events sponsored by the County.  Additionally, US Ecology will provide business collection events at the County’s collection center located at the Solid Waste facility.

 

Background Information:

On December 14, 2017, the Purchasing Department, on behalf of Solid Waste, released an invitation to bid with the intent to establish a contract for household chemical waste collection services.

The invitation to bid was broadcast to 291 vendors; one response was received.  Competition is extremely limited due to regulatory requirements pertaining to handling of hazardous materials and the lack of firms available to perform these services in this market.  This contract has provision for one (1) price adjustment twenty-four (24) months after award, not exceed the Consumer Price Index (CPI) for Water, Sewer, and Trash Collection Services.

The pricing structure for this contract is slightly different as compared to the current contract; however, comparing expenditures on an annual basis, the pricing for new contract is six percent (6%) less as compared to the current contract. 

 

 

 

Fiscal Impact:

Estimated sixty (60) month expenditure not to exceed: $3,254,517.50

Funding is derived from the Solid Waste Operating Budget
