Deliver First Class Services to the Public and Our Customers
5.3 Ensure effective and efficient delivery of county services and support

Summary:

This contract provides the potential to fill temporary staffing requirements for almost all positions currently available under the Unified Personnel System.  County departments and agencies may utilize this contract to temporarily hire the following positions including but not limited to: office specialists, support specialists, paralegals, secretaries, receptionists, janitors, laborers, election workers and accounting clerks on an as-needed basis.  The Sixth Amendment serves to extend the current contract for temporary staffing services for a ninety (90) day period in order to ensure an effective transition to a new provider.  An increase to the contract of $1,100,000.00 is required for the extension.

Background Information:

On August 1, 2017, Pinellas County Purchasing released a request for proposal (RFP) for temporary staffing services to replace the contract currently in place.  An evaluation was held October 12, 2017 with a recommendation of award to a new provider.  Negotiations, award of the new contract, and the transition of temporary staff to a new provider necessitates a ninety (90) day extension of the current contract.

This contract was awarded by the Board of County Commissioners (Board) on July 12, 2011.  The first term extension for two (2) years was approved by the County Administrator on March 19, 2014, followed by an extension of two (2) months approved by the County Administrator on July 1, 2016.  An additional twelve (12) month extension was subsequently granted by the County Administrator on December 27, 2016 after an Invitation to Bid was released and rejected due a request from the Human Resources Department to review and update requirements.
