Summary:
This action is to reject all bids received to a solicitation for temporary staffing services, as advertised on October 4, 2016. A due diligence review by the Human Resources Department (HR) revealed it would be in the County’s best interest to research the current temporary staffing services program and verification of contract requirements.
The existing contract with Randstad expires on December 31, 2016. An amendment to the agreement, increasing the BPA is necessary while HR performs due diligence.
Background/Explanation:
A new bid solicitation was advertised on October 4, 2016; a recommendation for award to the apparent low bidder was removed from the December 13, 2016 Board of County Commissioner (Board) Agenda.
This current temporary staffing services contract includes requirements for positions such as clerical, laborers and election workers for departments and agencies on an as-needed basis. There are approximately one hundred thirty (130) temporary staff currently employed in County offices.
The approval of the Fifth Amendment with Randstad will provide HR time to obtain more accurate statistical data and to research how temporary staffing is utilized and what County standards should be incorporated into a new contract. Without the services of this contract, the County would experience a reduction in workforce efficiency and several specialized and experienced positions would be left vacant.
Fiscal Impact:
Current approved to date total $14,672,401.80
Increase not-to-exceed: $250,000.00
Revised total expenditure not to exceed $14,922,401.80
There will be additional funding required for this contract within the remaining FY16/17 budget year which will be presented to the Board of County Commissioners at a future meeting.
Funding is derived from various requisitioning departments operating budgets

Authority for the County Administrator to approve and execute this amendment is granted under Code Section 2-62(a)(2) and the request to reject bids is granted under Code Section 2-176(g) respectively.
