Summary:
Through this JPA, the County and the City mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project.
The primary work to be performed on behalf of the City is the replacement, relocation, and/or adjustment of 500 linear feet of sixteen inch (16”) water main, and approximately 500 linear feet of eight inch (8”) and six inch (6”) water main that are in conflict with the proposed intersection improvements.
The attached JPA also provides the funding mechanism for the City to pay the County in advance of commencement of construction activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project.
Background Information:
The County’s contractor will be improving, reconstructing and/or replacing the City’s existing water mains as part of a larger planned intersection improvement project at Sunset Point Road at Betty Lane. County staff anticipates advertising for construction of the project in January 2018, with a construction duration anticipated for approximately 570 days following award of the contract. The preliminary budget estimate for construction of the overall project is $2.8 million. Should construction bids be accepted for less than the budgeted construction amount, the excess of the budgeted funds will be reapportioned to another project.
This JPA will result in cost savings to both the County and City by reducing costs for mobilization, maintenance of traffic, site restoration, and project administration since one contractor will be performing all the work at the same time.
Fiscal Impact:
The City has verified that funding in the amount of $402,948 for the City’s portion of the utility work is available for construction of their water mains. This includes the City’s preliminary estimated utility work that is projected to cost $383,760, plus an additional five percent of $19,188 for County construction, contract administration, and compaction and backfill testing costs.
There is no fiscal impact to the County for the City’s portion of work. This JPA represents the City’s portion of work only, and is part of a larger County capital improvement planned project that will be funded through Penny for Pinellas (Infrastructure Sales Tax).
