Approval of the award of bid to GLF Construction Corporation for the Orange Street - Alternate U.S. Highway 19 Pedestrian Trail Bridge Replacement Project.

Bid No. 178-0012-CP(DF); PID No. 001005B; in the amount of $1,191,575.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within 270 consecutive calendar days.

Summary:

This project consists of removal and disposal of two (2) existing pedestrian bridges, and pre-fabrication and installation of two (2) fully engineered clear span replacement bridges of steel construction on the Fred Marquis Pinellas Trail (Trail) over Orange Street and Alternate U.S. Highway 19.  This project is necessary due to deterioration of the existing pedestrian bridges causing safety concerns.

 

Background Information:

The Florida Department of Transportation (FDOT) has deemed the existing pedestrian trail bridge on the Trail over Orange Street and Alternate U.S. Highway 19 unsafe to travel.  Thus, the bridge is currently closed and Trail users are routed onto Alternate U.S. Highway 19.

These pedestrian bridge structures were installed in 1992 and are twenty five years old.  The structures have reached the end of their useful life.  The two (2) bridges were scheduled for complete rehabilitation, however, due to the cost-benefit analysis of a full rehabilitation, it was determined that a total replacement of the bridges would be more cost effective.  Following recent inspections, the bridge structures had deteriorated to the point that FDOT required closure of the bridges, which in turn, accelerated the bridge replacement construction schedule. 

This project was previously bid on May 26, 2017, resulting in the rejection of all bids received.as submittals were substantially above the engineer’s price estimate of $1,215,100.  The project scope was modified for this re-solicitation resulting in lower project pricing.

 

Fiscal Impact:

Expenditure not to exceed: $1,191,575.00

 

Funding for this project is derived from the Capital Improvement Program budget: Culture and Recreation, Pinellas Trail Projects program allocation.  The source of funding is the Infrastructure Sales Tax (Penny for Pinellas).
