Contract No. 167-0147-CP(DF); PID No. 001896A; in the amount of $243,752.70, for a revised total amount of $1,166,721.88, through July 6, 2018.  Chairman to sign and Clerk to attest.

Summary:

This change order adds two (2) items to the intersection improvement project on 102nd Avenue North at 113th Street/118th Street/119th Street.  Additions include milling and resurfacing from east of the Pinellas Trail to 113th Street, and sidewalk construction along the south side of 102nd Avenue North from Windtree Boulevard to 119th Way.

102nd Avenue North is in need of resurfacing due to the condition of the roadway.  The segment from Seminole Boulevard to Starkey Road is currently being resurfaced through another contract.  The remaining segment of 102nd Ave North from Hamlin Boulevard to west of Nina Street will be resurfaced in Fiscal Year 2019 after completion of an intersection improvement at 137th Street North.  Completion of the segment requested will address an outstanding gap in the improvement of this roadway. 

The estimate for the milling and resurfacing, using bid unit prices, is $158,615.20; the estimate for the proposed sidewalk construction is $85,137.50. 

There is currently a sidewalk gap of approximately 1,270 linear feet from Windtree Boulevard to 119th Way within the limits of the proposed intersection improvements.  Construction of the sidewalk will provide a completed network along the south side of 102nd Avenue North from Hamlin Boulevard to Ridgeview Lane - a total of 2.38 miles. 

The overall project improvements are intended to improve safety and access to this section of the roadway.  There is no time extension associated with this change order.

 

Background Information:

When the entire project is complete, the intersection of 113th Street will have improved traffic and pedestrian flow. In addition, 102nd Avenue North between 118th and 119th Streets will have east-west left turn lanes constructed to improve access to subdivisions north of 102nd Avenue North.  Work includes milling, pavement resurfacing, roadway widening, installation of advanced traffic signalization, storm sewer, sanitary sewer, and water main adjustments.   The Board of County Commissioners awarded this contract on April 25, 2017.

 

Fiscal Impact:

Original expenditure not to exceed: $922,969.18

Increase due to Change Order No. 1: $243,752.70

Revised total expenditure not to exceed: $1,166,721.88

 

Funding for this project is derived from the Infrastructure Sales Tax (Penny for Pinellas).    The milling and resurfacing portion uses the Road Resurfacing and Rehabilitation Program.  Funding for the sidewalk construction is derived from the General Sidewalk and Americans with Disabilities Act Program.
