Bid no. 167-0509-CP(PF); PID No. 001546A; in the amount of $13,238,899.88 on the basis of being the lowest responsive, responsible bid meeting specifications. All work is to be completed within 540 consecutive calendar days. Chairman to sign and Clerk of Court to attest.

Summary:
This project consists of a complete reconstruction of the landside roadway system and parking lots for the Airport. Areas of construction will include but not be limited to: the internal circulation roadway system; short and long term parking lots; rental car parking lot; employee parking lot, and associated utilities and signage.
Background Information:
Due to significant passenger growth over the past few years at the Airport, there was a need to increase parking capacity, as well as, improve the internal circulation of the landside roadway system. This project will accomplish both of these needs by providing an outer circulation roadway with better access to short/long term parking, rental car parking, and the employee parking lots. A consolidated parking revenue collection facility will be included to provide more efficient operation and control of the short and long term parking lots. This project will be constructed concurrently with the Florida Department of Transportation (FDOT) Gateway Express Project.
The bid for the project was originally released on May 19, 2017 resulting in four (4) responses. The two (2) lowest priced bid responses were disqualified for violating County Code 2-189 pertaining to lobbying. The two (2) responsive bids received exceeded the engineering estimate; on August 7 2017, the County Administrator rejected the two (2) bid responses
The re-solicitation for this project was released on August 8, 2017 and five (5) bids were received. The award recommendation in the amount of $13,238,899.88 is inclusive of $600,000.00 in contingency funding.
