Bid No. 167-0510-E(DF); in an amount not to exceed $4,500,000.00, to be completed by January 15, 2018.

Summary:

There is an expedited need to replace an existing corroded 42-inch force main that extends 3,000 feet through the Innisbrook Golf Course from Bee Pond Road to the W.E. Dunn Water Reclamation Facility.  As expressed in County Code and due to the potential for public health concerns, damage to property and service interruption, the replacement of this pipe is not possible through normal purchasing processes and is requested through emergency procurement procedures.       

As such, design was initiated with one of the current Consultant Competitive Negotiation Act consultants (CH2M Hill) under contract with the County in March 2017 and is now complete.  Estimated pricing provided by Rowland is in an amount not to exceed $4,500,000.00.  Rowland has provided Exhibit A - Schedule of Values as an attachment to this memo.  Approximately 50% of the line items are derived from the current competitively secured annual sanitary sewer repair and extension contract, of which Rowland is the contractor.  The utilization of line items from the annual sanitary sewer repair contract is an effort to contain cost.  The emergency purchase provides for expedited construction to minimize risk of another force main failure and sanitary sewer spill.  Construction is scheduled to commence late August 2017 to allow for completion by mid-January 2018, in order to avoid conflict with the annual professional golf tournament, Valspar Championship, taking place in March 2018.

 

Background Information:

As a result of a 30-inch sewer force main break and 1.1 million gallon sanitary sewer spill north of Alderman Road on October 4, 2016, the Utilities Department inspected the remaining length of the force main to assess the extent of pipe which would require permanent replacement.  Inspections indicated that the thirty seven (37) year old, 42-inch section of the force main traversing through Innisbrook had signs of corrosion.  Gas pockets had been located in the line and exterior corrosion was observed.  The force main conveys four (4) to five (5) million gallons per day to the Dunn Water Reclamation Facility, which equates to seventy five percent (75%) of total average daily flow. To minimize risk of another force main failure and sanitary sewer spill, expedited design was initiated to construct a 36-inch redundant force main to replace the 42-inch force main.

Amount not to exceed: $4,500,000.00

 

Funding is derived from the Utilities Department Sewer Enterprise fund.
