Approval and execution by the County Administrator of Change Order No. 1 (final) with Rowland, Inc. for replacement of a 42-inch force main at the Innisbrook Golf Resort and Spa in Palm Harbor.

 

                     Emergency force main replacement project that extends 3,000 feet through the Innisbrook Golf Course from Bee Pond Road to the W.E. Dunn Water Reclamation Facility.

                     The Board of County Commissioners (Board) awarded this project to Rowland Inc. on August 17, 2017 in the amount of $4,500,000.00.

                     Final completion occurred January 14, 2019 with a reduction in price of $18,808.50 based on the difference between estimated and final quantities for a final price of $4,481,191.50.

 

Contract No. 167-0510-E (JJ); reducing the contract amount by ($18,808.50) for a revised total of $4,481,191.50.

Summary:

Change Order No. 1 (final) reduces the Board approved expenditure by ($18,808.50) and accepts the contract as complete. The reduction in expenditure is due to the difference between estimated and final quantities, and balance of unspecified work not utilized. Substantial completion for this project was achieved on August 3, 2018; final completion was accepted on January 14, 2019. The protracted time between expected and actual final completion was necessary in order to complete the walk through inspection with project stakeholders, punch list items, final testing, project acceptance, receipt and approval of certified “as builts” which included final approval of the Engineer of Record. As part of this change order, the Agreement term is increased by three hundred thirteen (313) calendar days.

 

Background/Explanation:

This contract was originally awarded by the Board on August 17, 2017 to replace an existing forty-two (42) inch force main at the Innisbrook Golf Resort and Spa in Palm Harbor.

As a result of a 30-inch sewer force main break and 1.1 million gallon sanitary sewer spill north of Alderman Road on October 4, 2016, the Utilities Department inspected the remaining length of the force main to assess the extent of pipe which would require permanent replacement. Inspections indicated that the thirty seven (37) year old, 42-inch section of the force main traversing through Innisbrook had signs of corrosion.
To minimize risk of another force main failure and sanitary sewer spill, expedited design was initiated to construct a 36-inch redundant force main to replace the 42-inch force main.
