Approve the award of bid to Traffic Control Devices, Inc. for 2017 to 2019 Intelligent Traffic System (ITS)/Advanced Traffic Management System (ATMS) Projects.

Bid No. 167-0228-CP(DF); PID No. 002602A; in the amount of $3,380,380.00 on the basis of being the lowest responsive, responsible bid received meeting specifications; all work is expected to be completed within seven hundred thirty (730) consecutive calendar days.

Chairman to sign and Clerk of the Circuit Court to attest.

Summary:

This contract provides a mechanism to construct ITS/ATMS improvements throughout the County.  ITS/ATMS technology provides improved traffic flow, incident management, traveler information, assists emergency vehicle response, and aids County transportation engineers with arterial management strategies.

 

Background Information:

As part of the ITS/ATMS program to improve traffic flow, monitoring, and motorist notification, etc., the Public Works Department prepares project plans to be implemented as work orders for the installation of fiber optic cable and ITS devices such as CCTV cameras, dynamic message signs, and vehicle detection systems at intersections.  These devices provide real-time information to the County’s traffic control center and allow the control center’s operators to provide information to motorists, or make adjustments to the system when warranted for emergency situations. 

The system installation started in 2006 and has completed or currently constructing ATMS/ITS technology on 12 major arterials representing a $60 million dollar investment. Some representative corridors include US 19, CR 611, Belcher Road, East Bay Drive and SR 60. This contract will enable the Public Works Department to continue the implementation of various ITS/ATMS improvements, including the installation of new ITS/ATMS signal system hardware, closed circuit television cameras, dynamic message signs and fiber optic cable as needed.  This contract will be used to fill in gaps on corridors, such as a missing segment of the 66th Street ATMS project, additional ITS devices on Keystone Road and SR 580 or smaller installations of fiber optic cable to provide a connected network where small gaps exist.  Projects will be facilitated through a work order format.

 

Fiscal Impact:

Total expenditure not to exceed: $3,380,380.00

 

Funding for this contract is derived from the Capital Improvement Program through the ITS/ATMS Countywide System Program allocation and the Local Option Fuel Tax (9th Cent).  Potential future funding sources are state transportation grants through the Florida Department of Transportation.
