Approval and execution by the County Administrator of this time only extension to the Local Agency Program Agreement (LAP) with the Florida Department of Transportation (FDOT) for the design phase of the Hercules Avenue Sidewalk Project, Phase II, from Sherwood Street to Sunset Point Road.

FDOT FPN No. 424564 7 38 01, County PID No. 002686A.

This extension is for a one year period for the design phase of the project, extending the completion date of the agreement from July 31, 2017 to July 31, 2018.

Summary:

This time only extension is necessary to amend the design completion date from July 31, 2017 to July 31, 2018 due to the primary scoping of the project to include the necessary drainage, pedestrian bridges, and signalization all in support of the proposed sidewalk that has taken longer than anticipated.  The FDOT concurs with time extension request and the additional design elements that are necessary for the proposed sidewalk.  All other terms and conditions of the original agreement remain the same.

 

Background/Explanation:

The County and the FDOT entered into the original LAP grant agreement on November 30, 2015.  The County entered into a separate design agreement with Cumbey and Fair, Inc. on May 2, 2017, for a total design cost of $339,287.40.  The FDOT is contributing $174,766.00, and the County is contributing $164,521.40 through the Local Infrastructure Sales Tax toward the total design cost.

FDOT extended the expiration date of the original agreement on July 28, 2016 at the County’s request.  Time only extension no. 1 amended the original agreement expiration from January 31, 2017 to July 31, 2017.
