Recommended Action

Approve the ranking of firms and execution of the agreement with the number one ranked firm, Accurate Controls Inc. of Wisconsin for design-build services for the County Justice Center (CJC) security system replacement project.

Contract No. 167-0065-P, in the amount of $1,363,731.03 from the notice to proceed date; be completed no later than December 31, 2017.  Chairman to sign and Clerk of Court to attest.

Summary:

The objective of this project is to design and build a replacement inmate security system for the CJC.  The existing system (MS DOS Operating System) was installed when the building was constructed in 1994 and is past its useful life.  The system is no longer supported by the manufacturer and cannot be repaired with spare parts.  Utilizing a design-build delivery process will provide a turnkey solution and an effective transition from the existing system to the new system.

 

Background Information:

The project will occur in two phases.  Phase 1 is the development of the technical design that will coincide with the operational needs and long term maintenance of the facility.

Phase 2 includes installation of the security automation system.  The security automation system will control and monitor the CJC security system that primarily handles the inmate movement from detention cells on the first floor to the courts located on the upper floors, and be connected into the entire campus through an integrated network of individual systems utilizing video graphic user interface systems at security officer control stations.

The scope for this project was identified in the CJC Courts Consolidation Project and was separated to facilitate accelerated replacement before a catastrophic system failure occurs.

This competitive Request for Qualifications (RFQ) was released on December 6, 2016.  The evaluation process was conducted on January 11, 2017; the negotiation and scoping process was concluded in March 2017.

Guaranteed Maximum Price not to exceed:  $1,363,731.03

 

Phases 1 and 2 total project costs are derived from the $225,000,000 Penny Infrastructure Sales Tax allocated for Court and Jail Improvements.
