Approval and execution by the County Administrator of Change Order No. 1 (final) with Accurate Controls, Inc. of Wisconsin for design-build services for the County Justice Center Security System Replacement Project (Project).

Contract No. 167-0065-P (SS); reducing the contract in the amount of ($190,531.57), for a revised total of $1,173,199.46.

Summary:

Change Order No. 1 (final) reduces the Board of County Commissioners (Board) approved expenditure by ($190,531.57), adds one hundred twenty-three (123) days to the contract, and accepts the Project as complete.  The reduction in expenditure is due to the difference between estimated and final quantities, and balance of unspecified work not utilized.  Substantial and final completion for this Project was achieved on May 3, 2018.  The additional contract days were required for additional design to address field conditions not identified in the original design.

 

Background/Explanation:

This Project was required to replace an antiquated legacy system installed when the building was completed in 1994.  The legacy system was no longer supported by the manufacturer and could not be repaired.

The Project occurred in two phases. Phase 1 included the development of the technical design that coincided with the operational needs and long term maintenance of the facility.


Phase 2 included installation of the security automation system. The security automation system controls and monitors the County Justice Center security system that primarily handles inmate movement from detention cells on the first floor to the courts located on the upper floors, and connects into the entire campus through an integrated network of individual systems utilizing video graphic user interface systems at security officer control stations.

 

Fiscal Impact:

Total expenditure not to exceed:                                                               $1,363,731.03

Reduction due to Change Order No. 1 (final)                     ($  190,531.57)

Revised total expenditure:                                                                                    $1,173,199.46

 

Phases 1 and 2 total Project costs are derived from the $225,000,000.00 Penny Infrastructure Sales Tax allocated for Court and Jail Improvements.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62(a)(3).
