Recommended Action

Approve the local agency program (LAP) agreement with the Florida Department of Transportation (FDOT) for the Keystone Road shoulder and resurfacing project.

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the agreement.

FDOT financial project no. 436011 1 58 01, County PID no. 001769A for grant funding in the amount of $1,159,792, and County funding in the amount of $1,301,759, with total anticipated construction costs of $2,461,551.

Summary:

This agreement provides approximately 47% of the construction funding required for shoulder and resurfacing improvements to Keystone Road from east of East Lake Road to the Pinellas/Hillsborough County line.  Design of the project is complete.  Construction activities are scheduled to begin in August 2017, with completion of construction anticipated by August 2018.

 

Background Information:

This project entails construction activities and construction engineering and inspection services of a five (5) foot paved shoulder with safety edge along Keystone Road from east of East Lake Road to the Pinellas/Hillsborough County line. The five (5) foot paved shoulder will be constructed by widening the existing pavement by four (4) feet, and restriping the existing travel lanes from 12 foot to 11 foot lanes utilizing high profile pavement markings.  Work also includes milling, leveling and resurfacing the existing travel lanes with asphalt, including related turn lanes.  The total length of the project is approximately 2.56 miles.

 

Fiscal Impact:

Funding for this project is included in the Capital Improvement Program: Transportation and Traffic Flow, Road Resurfacing and Rehabilitation program allocation.  The sources of construction funding are $1,159,792 in grant funding from FDOT and $1,301,759 from the Local Infrastructure Sales Tax (Penny for Pinellas).
