Recommended Action

Approve the increase to the contract and Blanket Purchase Agreement (BPA) with Randstad General Partner (US) LLC (Randstad) for requirements of temporary staffing services through the term ending December 31, 2017.

Contract No. 101-0217-P(JA) in the amount of $3,463,465.00 for a revised amount of $18,385,866.80.

Summary:

This increase to the BPA with Randstad for requirements of temporary staffing services will provide a mechanism for departments and agencies to utilize the contract through the term ending December 31, 2017.  The BPA extension will provide the Human Resources Department, as the contract administrator, the necessary time to competitively procure and onboard a staffing resources contractor.  Many County departments and agencies use a wide variety of temporary talent provided by Randstad.

 

Background Information:

This temporary staffing services contract was originally approved by the Board of County Commissioners on July 12, 2011 for a term of thirty-six (36) months, beginning August 1, 2011 with provision for one (1) twenty-four (24) month extension. 

The initial term provided for an estimated expenditure of $3.5M. Subsequent Increases to the BPA were approved by the County Administrator on May 9, 2013, March 24, 2014, August 25, 2015, and November 5, 2015, respectively. The first and final term extension (First Amendment) was approved by the County Administrator on March 19, 2014. The Second Amendment approved by the County Administrator on July 1, 2016 extended the contract through September 30, 2016; (there was no Third Amendment - incorrectly numbered due to scrivener error) the Fourth Amendment, approved by the County Administrator on August 9, 2016, extended the contract to December 31, 2016.

On October 5, 2016, an invitation to bid was released resulting in several responsive submittals, the County Administrator approved the rejection of all bids on December 27, 2016 as the Human Resources Department thought it was essential to research how temporary staffing is utilized throughout the Unified Personnel System and develop new standards before a competitive document is released and awarded. 

The County Administrator approved the Fifth Amendment to the current agreement with Randstad on December 27, 2016 for the purpose of avoiding a reduction in workforce efficiency as many specialized and experienced positions would be left vacant.  The Fifth Amendment extended the contract for a period of up to twelve (12) months, and provided for an increase of $250,000.00 to the BPA.

Funding is derived from various requisitioning departments’ operating budgets.
