Approve the award of bid to Weeks Marine, Inc. for the Geotextile Tube Removal and Rock Groin Construction Project at Upham Beach (re-bid).
Bid no. 156-0489-CP; PID No. 000219 in the amount of $9,535,640.00 on the basis of being the lowest responsive, responsible bid meeting specifications. All work is expected to be completed within four hundred fifty (450) consecutive calendar days. Chairman to sign and Clerk of Court to attest.

Summary:
The purpose of this project is to slow beach erosion and provide storm protection to upland infrastructure and property at Upham Beach, located on Long Key in the City of St. Pete Beach.
The new rock structures should reduce the required frequency of nourishment projects, thus reducing the long-term cost of maintaining a viable sandy beach. The five (5) geotextile groins currently in place have been vandalized and damaged, and are no longer providing the necessary protection.
Background Information:
Work consists of the removal of five (5) existing geotextile T-groins and associated debris and the installation of four (4) rock T-groins.
This project was originally advertised in February 2016 resulting in one bid submittal; the submittal was rejected by the County Administrator on June 30, 2016 due to lack of competition. The re-bid specifications were revised to provide flexibility on rock type and transport methods resulting in two responsive and responsible bid submittals.
The geotextile T-groins served as a temporary proof of concept. Once their benefit was demonstrated, permits were approved for the permanent rock T-groins. There have been three (3) major repairs totaling $934,111 to the geotextile T-groins since their installation. The permanent rock structures have minimal maintenance requirements.
The two nourishments prior to the T-groin installation placed an average of 360,000 CY of sand per project. After the installation of the T-groins, the average has been 160,000 CY of sand per project. This reduction in sand saved an estimated $3.4M.
Fiscal Impact:
Total expenditure not to exceed: $9,535,640.00
Funding is derived from the Tourist Development Tax (50%) and a Florida Department of Environmental Protection grant (50%). The grant agreement is item 12 on today’s Board of County Commissioners Agenda.
