Interlocal agreement regarding the high speed ferry pilot program.

Background Information:

The Board of County Commissioners (Board) approved a resolution in support of the proposed High Speed Ferry Pilot program on January 26, 2016. The resolution required the agreement of all four government entities and a business plan to be brought to the Board for their consideration. On June 21, 2016 the Board passed a resolution approving the primary business points for HMS Ferries, Inc. to operate a High Speed Ferry Pilot program. This resolution stipulated that the funding of the pilot was contingent upon the approval of both the primary business points and the interlocal agreement by all four governmental entities. Hillsborough County and the City of St. Petersburg had both approved the primary business points prior to the Board’s approval. The City of Tampa will be considering both the primary business points and the interlocal agreement at their August 4, 2016 meeting. The interlocal agreement will be considered by Hillsborough County on August 3 2016 and the City of St. Petersburg on August 4, 2016.

 

Fiscal Impact:

If approved, payment in the amount of $350,000 for the Pilot Ferry Service is due August 30, 2016.  In order to meet this deadline, funding from the FY16 General Fund - Reserves for Contingency can be appropriated through a budget amendment for this purpose.  If the Board later elects to include the Ferry Service as one of its approved BP projects, this amount will be accounted for as part of the $7.1M in BP funds.
