Approve the award of bid to Rowland, Inc. for the annual sanitary sewer repair and extension program

Bid no. 156-0233-CP(DF); in the amount of $3,718,156.50 on the basis of being the lowest, responsive, responsible bid meeting specifications; all work is expected to be completed within seven hundred thirty (730) consecutive calendar days. Chairman to sign and Clerk of Court to attest.

Summary:

This project is for as needed repair and extension of sanitary sewer gravity and force main systems at various locations throughout the County, as circumstances dictate.

Work includes furnishing and installation of pipes, valves, fittings, trenching/boring and all other incidental work required to re-commission a sanitary sewer line.

This is a work order-based contract with provision for a three hundred sixty five (365) consecutive calendar day term extension in an amount not to exceed $1,859,078.00 provided prices, terms and conditions remain the same with approval by the County Administrator.

 

Background Information:

A contract for the Annual Sanitary Sewer Repair and Extension Program has been in place for at least ten (10) years. This contract award replaces a previous contract which expired March 14, 2016.  A replacement contract for FY 2016 - 2020 was advertised December 1, 2015;  one bid was received and rejected by the County Administrator due to lack of competition.

 

Fiscal Impact:

Expenditure not to exceed: $3,718,156.50

 

Funding is derived from the Utilities Department Sewer Enterprise fund.
