Summary:
The County Administrator is requested to reject the one (1) bid response received for the requirements of annual sanitary sewer repair and extension program due to lack of competition. The bid received was approximately twenty percent (20%) over the engineering estimate. This bid will be re-advertised in January 2016.
Background/Explanation:
The bid for FY 2016 - FY 2020 annual sanitary sewer repair and extension program was released on October 30, 2015. Several qualified contractors that did not respond to the advertisement were contacted. Reasons provided for their non-response included due date conflicted with other bid submittal due dates and not enough staff in place to handle the amount of work required. Two (2) of the contractors said they would likely respond to the re-advertisement as their circumstances would now allow. The bid documents were not an issue and will not be revised.
Fiscal Impact:
Engineering estimate: $4,560,480.00.
Estimated County annual expenditure: $850,000.00
Funding will be derived from the Utilities Department Sanitary Sewer Enterprise fund.
Delegated Authority:
Authority for the County Administrator to reject this bid is granted under Code Section 2-176 (g).
