Recommended Action

Approve and award the rebid to Star Controls, Inc for phase one (1) of the trunking system cellular upgrade project to transition the sanitary sewer communications system from radio to cellular.

Bid no. 156-0234-CP(DF); in the amount of $432,100.00 on the basis of being the lowest, responsive, responsible bid meeting specifications; all work is expected to be completed within one hundred eighty (180) consecutive calendar days.  Chairman to sign and Clerk of Court to attest.

Summary:

This project will provide for the transition of the Supervisory Control and Data Acquisition (SCADA) system from radio to cellular communications technology with remote sanitary sewer facilities such as lift stations.

 

Background Information:

This project includes the replacement of the existing analog Motorola radio-based trunking system with an Ethernet cellular-based system at: two (2) host wastewater treatment plant sites, approximately three hundred fifteen (315) remote terminals at lift stations, and other miscellaneous remote sites.  Additional work includes all functional hardware and software changes to the SCADA and telemetry systems as required to support the conversion process.

This project is a rebid as it was previously advertised netting only one (1) response and was subsequently rejected by the County Administrator due to lack of competition.

 

Fiscal Impact:

Expenditure not to exceed: $432,100.00

 

Funding is derived from the Utilities Department Sewer Enterprise fund.
