Adopt a resolution waiving interest and late charges incurred since the last billing date on outstanding paving, sewer and street lighting special assessment liens, and authorizing the Clerk of the Circuit Court and Comptroller (Clerk) to cease all billing efforts on these liens.

Summary:

This action relieves the efforts by the Clerk’s office for the annual billing associated with outstanding assessment liens, waives any interest or late charges incurred after the last billing, and clarifies that further outstanding paving and street lighting special assessment liens will be collected pursuant to the modified uniform method of collection.

 

Background Information:

This Resolution proposes to waive any interest incurred subsequent to the last billing directed to owners of the affected properties.  Due to software upgrades, tracking of these liens is cumbersome for the Clerk’s office and attempts to collect through billing are no longer cost effective due to the diminishing return of the collection efforts.

 

Fiscal Impact:

All assessment projects have been completed and initial funding returned to original funding source; therefore, no fiscal impact on County operations or budgets regardless of whether the assessments are repaid or not.
