Approval of the Florida Department of Transportation Public Transportation Grant Agreement to replace passenger exit lane portals at the St. Pete-Clearwater International Airport.
• The Transportation Security Administration requires airports to secure passenger exit lanes by either staffing the lane or implementing approved technology that deters individuals from entering the passenger exit lane from a non-secured area.
• Passenger exit lane anti-pass back technology ensures that no person enters the secured area of the airport.
• The maximum amount of this grant agreement is $400,000.00.
• Total project cost is estimated at $850,000.00.

Summary
The purchase and installation of anti-pass back technology is necessary to secure the passenger exit lane by preventing people from entering the exit lane the wrong way from the non-sterile area. The new anti-pass back technology will replace the existing exit lane portals and provide a higher passenger throughput while exiting Gates 7-11.
The FDOT PTGA will pay for half of the allowable costs such as: consultant or design fees; survey and geotechnical costs, construction inspection and material testing; mobilization and demobilization; purchase; delivery; and testing. The maximum obligation from FDOT is $400,000.00.

Background Information:
The existing exit lane portals were originally installed in 2014. At the time, the exit lane portals were considered new technology. The portals are now expensive to maintain, unreliable, provide limited passenger throughput, and maintenance response times are lengthy.
Fiscal Impact:
The entire project cost is estimated to be $850,000.00 and was included in the FY20 Adopted Budget and FY20-25 Capital Improvement Plan using solely Airport funds. The addition of this grant is included in the FY21 budget request. Recurring maintenance costs are estimated to be between $1,000.00 and $2,000.00 per year.
