Approval by the County Administrator of Change Order No. 2 to the contract with WestCare GulfCoast-Florida, Inc. (WestCare) for Division Z adult drug court treatment services.

 

                     Change Order No. 2 provides funds for transitional housing l increasing the contract total by $13,200.00.

                     Funds are derived from the Combatting Opioid Overdose through Community-Level Intervention (COOCLI) Initiative Grant awarded in December 2019 for the Homeless Overdose Mitigation and Engagement (HOME) Initiative.

                     The HOME Initiative will leverage grant funding to provide targeted community interventions at frequent homeless overdose locations in the community as a partnership with the Florida Department of Health in Pinellas and Operation PAR.  Transitional housing will be available under this agreement as needed for the interventions.

                     Funding provided by COOCLI must be spent prior to November 30, 2020.

                     The initial contract for adult drug court treatment services was awarded by the Board of County Commissioners on September 26, 2017.

Summary:

Change Order No. 2 increases the contract using COOCLI grant funds to provide additional transitional housing services.

The COOCLI Grant was awarded in December 2019 for the Homeless Overdose Mitigation and Engagement (HOME) Initiative.  The HOME Initiative will leverage grant funding to provide targeted community interventions at frequent overdose locations in the Community as a partnership with the Florida Department of Health in Pinellas and Operation PAR.  The transitional housing available under this agreement will be used as needed for the interventions.

 

Background/Explanation:

Human Services is seeking to leverage this existing agreement for Drug Court Division N and Z to apply additional funding for transitional services.  The additional funds are derived from the COOCLI Grant awarded in December 2019 for Homeless Overdose Mitigation and Engagement.  This critical program seeks to provide targeted interventions at frequent homeless overdose sites within the community.  The agreements being leveraged, Division N and Z agreements, were competitively procured. Total amount added from the recently awarded grant for transitional housing is $13,200.00.  Grant funding must be expended by November 30, 2020 with no extensions to the funding agreement permitted.

On September 26, 2017, the Board of County Commissioners approved the award of this contract.  On May 23, 2018 the County Administrator approved Change Order No. 1 to implement revised performance standards. 

The contract was also awarded to Curaparr, Inc. d/b/a Center for Rational Living, and Wayne A. Grosnick & Associates, Inc. d/b/a Solutions Behavioral Healthcare Consultant.  The increase provided by the grant funding is only applicable to the portion of the contract with WestCare.

 

Fiscal Impact:

Approved sixty (60) month expenditure not to exceed:                      $ 3,482,787.50

Annual expenditure not to exceed:  $699,197.50.

 

Grant funding for Change Order No. 2 is derived from the COOCLI grant award.  As noted in Granicus file ID 19-1117D for the grant, this funding was not anticipated and not included in the FY20 Adopted Budget. The balance of the grant award funding has been allocated to Operation PAR and the Florida Department of Health in Pinellas.

 

Funding for Division Z is derived from annual State appropriated dollars.

 

Delegated Authority:

Authority for the County Administrator to approve this Change Order is granted under Code Section 2-188(a).
