Approval and execution by the County Administrator of Change Order No. 2 (Utilities) with Keystone Excavators, LLC for the Lakeshore Estates Water and Sewer Improvements Phase 2 project in Palm Harbor.
• This project was for the purpose of improved water quality through the removal and replacement of existing galvanized piping.
• Change Order No. 3 (Final) increases the contract by $31,961.36 for a revised final contract amount of $5,248,141.52 due to the difference between preliminary estimated and final quantities used and adds 433 additional calendar days.
• Liquidated damages do not apply as the County required additional work in response to unforeseen field conditions and the contractor completed the work within the negotiated time.
• This project was awarded by the Board of County Commissioners on September 22, 2020, in the amount of $3,995,451.20. Change Order No. 1, approved by the BCC on January 11, 2022, increased the contract by $1,071,902.96 and extended the duration 406 calendar days to address unsuitable materials uncovered during construction. Change Order No. 2 increased the contract in the amount of $148,826.00 due to additional piping and adjustments to the watermain.
• Funding is available under Water, Sewer, and Reclaimed Relocation Projects Program Project 000831A, included in the Capital Improvement Plan (CIP), funded by the Water Renewal and Replacement Fund and the Sewer Renewal and Replacement Fund.

Summary:
Change Order No.3(Final) (Utilities) increases the contract amount to compensate for overbilled pay items and to cover the remaining costs associated with the utility’s improvements.
Background/Explanation:
The project was substantially complete on March 2, 2023, and obtained final completion on April 12, 2024. Liquidated damages do not apply as the County required additional work in response to unforeseen field conditions and the contractor completed the work within the negotiated time. Final inspections of the project for all work performed under the contract were conducted by representatives of the Public Works Construction Management Division. All work has been completed in accordance with the construction contract documents. The time between substantial and final completion accounts for the duration to complete the walk thru inspection with project stakeholders, punch list items, final testing, project acceptance, receipt and approval of certified as-builts required, and final project deliverables, final quantity of materials audit, resolution of claims and disputes, and receipt of final invoice.
Final quantities have been tabulated resulting in a net increase of $31,961.36 for a revised contract amount of $5,248,141.52. This is the difference between estimated and final quantities.
