Approval and execution by the County Administrator of Change Order No. 2 (Utilities) with Keystone Excavators LLC. for the Lakeshore Estates Water and Sewer Improvements Phase 2 project in Palm Harbor.

                     This project provided improved water quality through the removal and replacement of existing galvanized piping.

                     Change Order No. 2 increases the contract in the amount of $148,826.00 to resolve pay items that were overbilled due to an increased scope of work during construction; additional piping and adjustments to the watermain were installed to facilitate the construction of the new drainage features.

                     This project was awarded by the Board of County Commissioners on September 22, 2020, in the amount of $3,995,451.20; Change Order No. 1 increased the contract in the amount of $1,071,902.96 and extended the contract duration 406 calendar days to address unsuitable materials uncovered during construction.

                     The County Administrator has authority under County Code, 2-62(a)(2), to increase Board approved contracts by 10% or $250,000.00, whichever is less.

                     Funding is available under Program Project 000831A Water, Sewer, and Reclaimed Relocation Projects, included in the FY23 Capital Improvement Plan (CIP), funded by the Water Renewal and Replacement Fund and the Sewer Renewal and Replacement Fund.

 

Contract No. 190-0494-CP; increase the contract by $148,826.00 for a revised total amount of $5,216,180.16.

Summary:

Change Order No.2 (Utilities) increases the contract amount to compensate for overbilled pay items and to cover the remaining costs associated with the utility’s improvements. 

 

Background/Explanation:

Change order #2 is to address overbilled pay items necessary for the construction of new water mains on the project. During construction an existing 2-inch water main was discovered to be of galvanized pipe that was previously unknown, prompting replacement via Horizontal Directional Drill. There were additional 6" water main piping and appurtenances constructed to increase fire protection in the community and to avoid conflicts with the parent Public Works project Lakeshore Estates Phase 2 Roadway and Drainage Improvements. The Utilities costs associated with this change order are $148,826 for a revised contract amount of $5,216,180.16.
