Recommended Action

Approval and execution by the County Administrator of the Emergency Management Preparedness Grant American Rescue Plan Act Competitive Notice of Award.

 

                     The Notice of Award requires signature by the sub-recipient as acknowledgement of award.

                     The American Rescue Plan Act Competitive Grant was advertised in November 2021 to Florida County Emergency Management departments for funding projects related to all-hazard emergency preparedness for building and sustaining the core capabilities in the National Preparedness Goal.

                     Pinellas Emergency Management completed and submitted the Intent to Apply documents with the Office of Management & Budget in early November 2021.  Approval to proceed was received and a project for purchasing multi-function weather alert radios was submitted for federal funding for the full award amount of $50,000.00.

                     Pinellas County received notice of federal award for $50,000.00.  The intent of the notice is to document the award information has been received by the sub-recipient, Pinellas County.

                     The Agreement for funding will be presented in January 2022 for full review and execution.

Summary:

This award letter will start the process for Emergency Management to receive a grant to purchase weather radios with multiple power sources (electric, battery, solar) to provide to at-risk communities to provide emergency notification and a back-up power source to charge their cell phones to increase communications capabilities during disasters.

 

Background/Explanation:

The acknowledgement of the award letter will start the process for Florida Division of Emergency Management to send us the full grant agreement for execution.

 

Fiscal Impact:

There is no fiscal impact for this acknowledgement. 

The grant will provide Pinellas County with $50,000 to purchase emergency notification equipment.

The grant requires a match that Emergency Management has identified from the purchase of other communications equipment that is approved, budgeted and scheduled.

Emergency Management has storage space at our warehouse and distribution of the radios when received will be done with existing partners.

 

Delegated Authority:

Authority for the County Administrator to sign this award acknowledgment is granted under Code Section 2-62 (a)(2).
