Approval and execution by the County Administrator of Grant Agreement No. G0364 with the State of Florida Division of Emergency Management.

 

                     Execution of the original Grant Agreement No. G0364.

                     Agreement awards federal grant funds in the amount of $50,000.00 for expenses related to the Emergency Management as identified in the competitive Notice of Funding Opportunity for the Emergency Management Performance Grant Supplemental under the American Rescue Plan Act.

                     County dollar for dollar or in-kind match of non-federal dollars is required.

Summary:

The scope of work provides Pinellas County as sub-recipient to federal grant award dollars up to $50,000.00 for eligible expenses through a competitively awarded Emergency Management Performance Grant (EMPG) supplemented with the American Rescue Plan Act (ARPA) funding.  This funding provides Emergency Management the opportunity to provide an improved warning and notification option for at-risk communities as identified in the Hurricane Irma After Action Report.  

The new grant agreement will fund purchasing multi-function weather alert radios for at-risk communities and is related to several core capabilities for emergency management identified within the NOFO. 

The term of the agreement is January 1, 2022 through December 31, 2022.

 

Background/Explanation:

The EMPG Program contributes to the implementation of the National Preparedness System by supporting the building, sustaining, and delivery of core capabilities.  The intent of an EMPG Grant Agreement is to provide each county with the means to successfully manage plans and programs that are consistent with the State and Local Comprehensive Emergency Management Plans and Chapter 252, Florida Statutes. 

Sub-recipients shall support efforts to build and sustain core capabilities across Prevention, Protection, Mitigation, Response and Recovery mission areas as described in the National Preparedness Goal.

With the addition of the American Rescue Plan Act (ARPA) an integrated and refined governance is established to ensure resources are targeted to support the most critical needs of a community based on risk-driven, capabilities-based planning.  Strong and inclusive governance systems better ensure that disparate funding streams are coordinated and applied for maximum impact. 

The competitive grant was offered to assist local County Emergency Management departments with mitigation and/or response projects aligning with specific core capabilities identified within the Notice of Funding Opportunity (NOFO).  Pinellas County Emergency Management had a project identified during the Hurricane Irma After Action Report that aligned with allowable core capabilities and was approved to apply for the grant in November 2021.  The grant was awarded to Pinellas County in December 2021 and is included in the February 22, 2022 Receipt and File Report.

The EMPG-ARPA Competitive Grant has quarterly deliverable requirements related to the core capabilities identified in the NOFO and application.  Pinellas County will receive reimbursement up to the total grant award of $50,000.00 for procurement, training, and distribution of multi-function weather alert radios to pre-identified at-risk communities.

 

Fiscal Impact:

The scope of work provides Pinellas County with $50,000.00 in federal grant funds for eligible reimbursable expenses. Total expenses are expected to be a one-time cost of $60,000.00;$10,000.00 will be absorbed within the current FY22 Emergency Management budget with lapse funds.

 

A County dollar-for-dollar or in-kind match of non-federal dollars equal to or greater than $50,000.00 is required. An in-kind match has been identified in the current approved Emergency Management FY22 CIP budget for mobile command units in the amount of $100,000.00.

 

A budget resolution will be submitted for consideration for FY22 to include the additional revenue and expense within the Emergency Management Department general fund for this grant award.

 

Delegated Authority:

Authority for the County Administrator to sign this Grant Agreement No. G0364 is granted under (Code Section 2-62 (a)(2).
