Adopt the Resolution designating the area (Exhibit A), known as the former Zero Corporation site (Zero Site) as a Brownfield site pursuant to Chapter 376, Florida Statutes; identify the person responsible for Brownfield site rehabilitation; authorize the Chairman to execute a Brownfield Site Rehabilitation Agreement; authorize the County Administrator to notify the Florida Department of Environmental Protection (FDEP) of said designation; authorize the Real Estate Management Director to sign and file reports, plans, and other administrative documents, and to take such other actions necessary to accomplish the Brownfield designation.

Summary:
Pursuant to the Pinellas County Brownfields Redevelopment Program adopted by Resolution 03-125, staff recommends the Board consider and designate the Zero Site as a Brownfield site. Designation as a Brownfield site will provide the County eligibility for the Florida Brownfield Voluntary Cleanup Tax Credit incentive that will help defray approximately 50% of the cost of site cleanup for Fiscal Years (FY) 2016-17 and subsequent years.
Background Information:
The real property at 14501 49th Street North was leased to the Zero Corporation from 1970 through 1990. The facility was shut down in 1990 and the structures associated with the facility were demolished and removed in 1998. The Zero Corporation conducted contamination assessment and remedial activities between 1990 and 2006. The company filed for bankruptcy in 2007. Since the bankruptcy filing, the County assumed responsibility for the environmental restoration of the site and FDEP has required the County to define the extent of environmental impact and install a groundwater treatment system.
A statutory required public hearing was conducted on July 13, 2016 following authorization by the Board at its June 21, 2016 meeting. There is no public opposition to this recommended designation and the Pinellas County School Board is in support.
Fiscal Impact:
Annual operating funds are required for the installation and ongoing operation of an on-site remediation system. The FY2015-2016 funding for the site was $83,323 and the FY2016-2017 funding for the site is $162,470.
