Approval and execution by the County Administrator of the Second Option of Renewal (Renewal) with Operation PAR, Inc., (Operation PAR) for adult inpatient detoxification treatment.

 

● This Renewal provides funding for inpatient detoxification services for individuals dependent on drugs and/or alcohol.

● Funding in an amount not to exceed $204,750.00 has been identified in the anticipated FY20 Human Services General Fund appropriation.

 

● This is the Second Renewal of the Agreement for Detoxification Services with Operation PAR, which will commence October 1, 2019, and expire September 30, 2020.dyBody

Summary:

This Renewal provides funding for inpatient detoxification services for individuals dependent on drugs and/or alcohol.  This program provides medically monitored substance detoxification along with counseling, case management, and group sessions to stabilize individuals. Operation PAR connects and reconnects clients with the Pinellas County Health Program to maintain client engagement in health services.  

 

Background/Explanation:

Operation PAR is a comprehensive substance abuse service provider within Pinellas County. This Renewal supports capacity at Operation PAR’s Adult Detoxification Program which plays a significant role as the first step toward recovery for Pinellas County adults and families struggling with addiction. County funding for personnel and operating costs helps to maintain the equivalent of roughly two (2) detox beds annually.

Operation PAR utilizes evidence-based best practices to provide integrated substance abuse and mental health services to its clients. In Fiscal Year 2018 (FY18), Operation PAR provided mental health and substance abuse detoxification treatment services to 1108 duplicated clients.  In the first two quarters of FY19, Operation PAR served 532 duplicated clients with 69% successfully completing detoxification services.  Program services include: physical health screenings, psychosocial assessments, and 24-hour medically monitored detoxification and stabilization services for drug and alcohol users. Operation PAR also offers counseling sessions for individuals and families, case management and educational groups.

 

Fiscal Impact:

Funding in an amount not to exceed $204,750.00 has been included in the FY20 Proposed Budget for this purpose.

 

Delegated Authority:

Authority for the County Administrator to sign this Renewal is granted under Code Section 2-62 (a)(1).
