Approve the disbursement of funds from the Alcohol and Drug Abuse Trust Fund and the grant agreement with listed agencies in accordance with the recommendations of the Substance Abuse Advisory Board (SAAB).

Summary:

Alcohol and Drug Abuse Trust Fund awards are disbursed annually to award recipients who are licensed as substance abuse providers with the Florida Department of Children and Families.  Funding is generated from court fees as outlined in Chapter 893.165 of the Florida Statutes that provides for an assistance grant process for allocation. 

 

Background Information:

The County has an established Alcohol and Drug Abuse Trust Fund (Trust Fund) for receiving assessments from court fees to disburse assistance grants to alcohol and drug abuse treatment or educational programs.  Funds must be used for one-time only, non-recurring expenditures such as equipment, special projects, training, renovations and formalized prevention activities.  

The Alcohol and Drug Abuse Trust Fund awards fund projects that allow substance abuse agencies to maintain and improve the services provided to their clients. In FY2016, awards were used to: purchase 20 mattresses for a residential substance abuse treatment facility for pregnant/post-partum/parenting women; upgrade computer hardware to increase client access to services and improve record keeping; renovate treatment and group areas to provide comfortable environment for clients; and sent four (4) staff members to an evidence based training program to improve case management.

Each year, a competitive process is held to solicit applications for the Trust Fund.  Awards are disbursed annually to recipients who are substance abuse providers licensed with the Florida Department of Children and Families.  Funding is generated from court fees as outlined in Chapter 893.165 of the Florida Statutes that provides for an assistance grant process for allocation. 

The Alcohol and Drug Abuse Trust Fund disbursement for FY2017 is $53,000.00 and requires Board approval.  The SAAB is the appointed oversight committee and has reviewed all requests for funding and recommended the following new agency projects at their August 2, 2016 meeting.

   1. Boley Centers - Safe Haven Door Project

                     Update alarm system and install locks on resident rooms.

   2. Directions for Living - Warm Welcome Reception Areas
                                                                                                         $7,000
                     Renovate reception areas at two locations: Largo Family Center and Clearwater Center for Children and Families

   3. Family Resources - North Campus SafePlace2B Security
                                                                                    $8,000
                     New indoor and outdoor cameras as well as storage and monitoring capabilities

   4. Operation PAR - Largo Residential Center: Laundry Room Renovation
                                          $6,000
                     Repair and repaint walls and ceiling. Four windows, flooring, and door will also
                     be replaced.

   5. Personal Enrichment through Mental Health Services Inc. - Water Softener for
       Mechanical Devices
                                                                                                                              
           $10,000
                     Purchase and installation of a water softener to prolong the life of specialized
                     equipment.

   6. Suncoast Center - 4024 Central Avenue Lobby Renovation
                                                                                    $10,000
                     Renovate lobby to improve client experience and create a secure area for staff.

   7. Westcare - A Turning Point Kitchen
                                                                                                                                                                        $5,000
                     Kitchen renovation for A Turning Point, an emergency intervention shelter.

 

Fiscal Impact:

The total contract amount of $53,000 is included in the FY17 expenditure budget. The funds are generated from the collection of $15.00 court fees as defined under Chapter 938.23 and 893.165 of the Florida Statutes.
