Summary:
In accordance with the Board’s approval of BP projects and associated funding for each project on December 13, 2016, this Agreement will provide $250,000.00 to support the WWAR, a setting for recreation, sports programming and activities for Military Veterans, their families and the general public in need of a supportive and healing environment. Upon completion of phase I on May 1, 2018, the park will be open to the public. Phase II consists of adding other amenities, such as a memorial garden, playground, and additional picnic areas that will not affect the park’s opening. This property is being purposefully designed according to the Americans with Disabilities Act (ADA) with a high focus on wheelchair access. The ranch and park are owned and maintained by the City of Pinellas Park.
The funds will be utilized for, but not limited to, the construction of a storm water pond, piping, site grading, lighting, pad for the Fitness Zone, and a portion of the 20’ x 20’ covered steel picnic pavilion.
Background/Explanation:
The WWAR project, founded in 2013 by Wounded Warrior Mike Delancey of Pinellas Park, was approved for $250,000.00 to support a one-of-a-kind ranch setting for recreation, sports programming and activities for Military Veterans, their families and the general public in need of a supportive and healing environment. This property is being purposefully designed according to the Americans with Disabilities Act (ADA) with a high focus on wheelchair access. The city-owned property will offer trails for biking and hiking, pond fishing, and a multisport court, in addition to the ADA compatible workout stations which will be available to the public when completed. Additional partner support includes:
1) A Pinellas County Health Department contribution in the amount of $45,000.00 for ADA fitness equipment, canopy for the Fitness zone, and water fountains.
2) A Wounded Warriors Abilities Ranch Foundation contribution in the amount of $100,000.00 toward the construction of a building and large pavilion.
3) A Pinellas County Recycling Grant Program contribution of ADA Picnic tables.
4) Pinellas Park Rotary Club and Rotary International contributions for portions of the 20’ x 20’ covered steel picnic pavilion.
The BP funds under this agreement will be utilized for, but not limited to, the construction of a storm water pond, piping, site grading, lighting, pad for the Fitness Zone, and a portion of the 20’ x 20’ covered steel picnic pavilion.
The total cost of Phase I of the WWAR is $574,000.00. The City of Pinellas Park and its partners will fund elements of the project exceeding the County’s appropriation of $250,000.00.
Fiscal Impact:
This Interlocal Agreement provides funding of $250,000.00 from the $7.1 million BP Economic Settlement Funds. The funding has been appropriated for this purpose in the FY2017 Budget. The County shall have no obligations related to maintenance, operation, and/or any other activity yielding a fiscal impact.
Delegated Authority:
Authority for the County Administrator to sign this Interlocal Agreement is granted under Resolution No. 16-90 adopted on December 13, 2016.
