Approval and execution by the Director of Administrative Services of the pre-award Employment Screening Affidavit and Executive Compensation Form required by the Department of Children and Families (DCF) for the 2021 Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant (CJMHSA Grant).
• The 2021 CJMHSA Grant will fund the Complex Case Reintegration Project (CCRP) which seeks to bridge gaps in services for justice-involved individuals with substance-use and/or co-occurring mental health disorders.
• The County has received a notice of award for the CCRP and DCF requires that an Employment Screening Affidavit and Executive Compensation Form are executed by the County prior to issuance of the final award agreement.
• CCRP is a three-year project beginning 3/1/22 and concluding 2/28/25.
• There is no fiscal impact by or through this item.

Summary:
DCF requires that an Employment Screening Affidavit and Executive Compensation Form be executed by the County prior to issuance of the final award agreement for the 2021 CJMHSA Reinvestment Grant. These forms attest to Pinellas County’s compliance under the grant with Florida Statutes Chapter 435 concerning background screening, the Federal Funding Accountability and Transparency Act (FFATA), and Executive Order 20-44.
Background/Explanation:
The 2021 CJMHSA Grant will fund the Complex Case Reintegration Project (CCRP) proposal, which seeks to enhance resources, bridge gaps in services, and improve stabilization outcomes for justice-involved adults with substance use or co-occurring mental health needs. The application for this project was approved by the Board of County Commissioners on February 23, 2021.
Prior to receiving the finalized award agreement, we are required to provide an employee screening affidavit and executive compensation form. The employee screening affidavit asserts that all Pinellas County employees operating under the CJMHSA Grant have been background screened in accordance with Florida Statutes Chapter 435. The compensation form is required for compliance with the Federal Funding Accountability and Transparency Act (FFATA) and Executive Order 20-44.
Fiscal Impact:
There is no fiscal impact by or through this item.
Funding in an amount not to exceed $1,200,000.00 over 36 months will be provided by the 2021 CJMHSA Reinvestment Grant. The grant requires a 100% match, to be composed of $1,140,000.00 from PERC and WestCare and up to $60,000 from County in-kind services and staff time.
