Approval and execution by the County Administrator of the funding agreements with Pinellas Ex- Offender Reentry Coalition (PERC) and WestCare for the Criminal Justice, Mental Health, and Substance Abuse (CJMHSA) Reinvestment Grant

                     Department of Children and Families’ (DCF) CJMHSA Reinvestment Grant is provided to enhance or implement programs that promote public safety, avert future justice spending, and improve access to treatment services for justice-involved individuals.

                     Pinellas County has received an award from DCF for the Complex Case Reintegration Program, a collaborative project with WestCare and PERC.

                     This grant opportunity provides up to $1,200,000.00 over three years, beginning March 1, 2022 and concluding February 28, 2025.

                     PERC and WestCare will each receive up to $190,000.00 per year in grant funding, totaling $570,000.00 over three years of the grant.

                     A 100% in-kind match is required. $1,140,000.00 will be provided by PERC and WestCare. Up to $60,000.00 in-kind match will be provided by the County through existing services and staff time.

These agreements with PERC and WestCare are for the Complex Case Reintegration Program (CCRP). The CCRP seeks to enhance resources, bridge gaps in services, and improve stabilization outcomes for justice-involved adults with substance use or co-occurring mental health needs, with an emphasis on serving individuals with histories of opioid use. PERC will act as program director.

Background Information:

The CJMHSA Reinvestment Grant Program was created by the 2007 Florida Legislature by s.394.656, F.S., and is housed within the Department of Children and Families. The purpose of the grant funding is for counties to plan, implement, or expand initiatives that increase public safety and avert increased spending on criminal and juvenile justice systems.  

The Pinellas County Public Safety Coordinating Council (PSCC) serves as the statutorily designated planning council for the CJMHSA Reinvestment Grant under section 394.657, Florida Statutes.  The PSCC met on February 5, 2021 and voted to recommend the County proceed with CCRP proposal. The PSCC’s recommendation was later approved by the Board of County Commissioners on February 23, 2021.
     
The County was previously awarded CJMHSA Reinvestment Grant in 2016 and 2020, which expanded the Public Defender’s Jail Diversion and Crossover Youth programs, respectively. 

 

Fiscal Impact:

The CJMHSA Reinvestment grant will provide up to $400,000.00 per year for three years ($1,200,000.00 total).  An in-kind match equal to the award amount is required.  PERC and WestCare will contribute $1,140,000.00 towards the match requirement and the County will provide up to $60,000.00 of in-kind services and staff time.  Appropriation to support the related grant activities is not consistent with the development of the FY22 Adopted Budget. An amendment to the FY22 Budget will be proposed at a future Board of County Commissioners meeting, if needed. Funding for this grant is included in the FY22 estimate and FY23 forecast.
