Approval of the Renewal and Second Amendment (Renewal) with Catholic Charities Diocese of St. Petersburg, Inc. for the continued provision of Permanent Supportive Housing Services at Pinellas Hope.
• This Renewal provides funding for two intensive case managers to support residents at Pinellas Hope’s 156 Permanent Supportive Housing units through September 30, 2028. PSH combines affordable housing with individualized supportive services, including intensive case management, housing stabilization, benefits navigation, and coordination with community resources to assist individuals experiencing chronic homelessness in obtaining and maintaining long-term housing.
• Since October 1, 2021, Pinellas Hope has housed 198 residents. Due to the long-term nature of Permanent Supportive Housing, participants often remain enrolled across multiple fiscal years, resulting in limited annual turnover and promoting long-term housing stability.
• On August 30, 2021, the Board approved the original Funding Agreement (Legistar No. 21-853D). On February 20, 2023, the Board approved the First Amendment (Legistar No. 22-1342D).
• Funding in an amount not to exceed $112,693.35 has been identified in the proposed Human Services’ Fiscal Year 2027 General Fund appropriation. This amendment includes a fiscal non-funding clause, should this portion of the budget not be approved.

Summary:
This Renewal provides funding for two (2) intensive case managers to support residents at Pinellas Hope’s 156 Permanent Supportive Housing (PSH) units through September 30, 2028. PSH combines affordable housing with individualized supportive services, including intensive case management, housing stabilization, benefits navigation, and coordination with community resources to assist individuals experiencing chronic homelessness in obtaining and maintaining long-term housing.
Background/Explanation:
On August 6, 2016, the Board of County Commissioners adopted a resolution supporting a comprehensive countywide approach to reduce homelessness in Pinellas County. Permanent Supportive Housing remains an important component of that strategy by combining affordable housing with supportive services to assist individuals experiencing chronic homelessness in obtaining and maintaining long-term housing stability.
On August 30, 2021, the Board approved the original funding agreement with Catholic Charities Diocese of St. Petersburg, Inc. (Legistar No. 21-853D) to provide supportive services for residents of the Permanent Supportive Housing program at Pinellas Hope. The Agreement funds two full-time Supportive Housing Specialists who provide intensive case management, housing stabilization planning, benefits navigation, service coordination, and referrals to community resources that promote housing retention and self-sufficiency.
The Permanent Supportive Housing program at Pinellas Hope consists of 156 housing units. Since the Agreement became effective on October 1, 2021, the program has served 198 participants. Because Permanent Supportive Housing is designed to provide long-term housing stability, participants often remain enrolled and continue receiving supportive services across multiple fiscal years. As a result, participant turnover is limited and reflects the program’s emphasis on housing retention and stability.
Fiscal Impact:
Funding in an amount not to exceed $112,693.35 has been identified in the proposed Human Services’ FY27 General Fund appropriation. This Amendment includes a fiscal non-funding clause, should this portion of the budget not be approved.
