Recommended Action

Approval and execution by the County Administrator of the Grant Agreement with the Florida Department of Environmental Protection (FDEP) for Title V Air Pollution Control services.

                     This action provides $55,702.95 supporting the existing Title V program activities.

                     A funding match by the county is not required.

                     Contract is renewed annually.

Summary:

This action provides additional funding in the amount of $55,702.95 to the county in support of the existing Title V air program. This grant allows the county to perform activities related to nine (9) major sources of air pollution in Pinellas County referred to as Title V sources. The grant requires the county perform full compliance evaluations, review stack test reports, visible emission test reports and continuous monitoring reports for these facilities.

 

Background/Explanation:

Funding from the state is provided for implementing Title V major stationary source regulatory control programs from July 1, 2019 to June 30, 2020.  Section 2-62 of the county code is included as an attachment to Agreement as a state requirement.

 

Fiscal Impact:

This agreement provides $55,702.95 for the project period July 1, 2019 to June 30, 2020No funding match by the County is required.  The contract provides 100% reimbursement for approved costs.  The expenditures and associated revenues are included in the PCR Air Quality General Fund operating budget for FY19.  For FY20, the revenue and associated expenditures are included in the Public Works Environmental Management Division’s General Fund operating budget.

 

Delegated Authority:

Authority for the County Administrator to sign this agreement is granted under Code Section 2-62 (a)(1).
