Approval and execution by the County Administrator Change Order No. 4 with Waterfront Property Services, LLC d/b/a Gator Dredging for Post Idalia emergency shore stabilization.
• Original emergency agreement was for post hurricane Idalia emergency shore stabilization at Sunset Beach with Gator Dredging in the amount of $6,080,977.16, followed by:
o Change Order No. 1 for the Pass-a-Grille segment in the amount of $3,878,660,00.
o Change Order No. 2 was for the Belleair Beach segment in the amount of $6,914,955.00.
o Change Order No. 3 was for the Upham Beach Segment.in the amount of $1,196,830.00.
• This change order is to complete the Indian Rocks Beach Segment of shoreline for an additional amount of $5,443,030.00.
• Funding will be provided by County Tourist Development Tax funds. Funding will also be sought from the Florida Department of Environmental Protection.
• The Fiscal Year (FY) 2024 budget includes funding up to $21M in Capital Improvement Program project 006241A, Post Idalia Emergency Shore Stabilization as specifically budgeted the night of the Second Public Hearing. Unspent funds from FY23 are recommended to be brought forward as a carry forward amendment and added to this project to fund the overall costs.
• Additional work segments may be added to this contract via change order.

Summary:
This change order no. 4 is needed to complete the Indian Rocks Beach (IRB) shoreline segment. This is a continuation of the emergency measures carried out due to erosion on Sunset, Pass-a-Grille, Belleair beaches and Upham Beach.
Additionally, the vendor is installing sea oat vegetation along the dune shoreline to stabilize the dunes.
Background/Explanation:
Pinellas County beaches were heavily eroded by Hurricane Idalia. This change order is for emergency control measures to protect the shoreline on Indian Rocks Beach (IRB) that was impacted by the hurricane. Emergency measures include temporary sand-filled erosion control structures and reconstructing dunes.
Fiscal Impact:
Current Agreement Amount: $18,071,422.16
Increase from Change Order No. 4: $ 5,443,030.00
Final Revised Agreement Amount: $23,514,452.16
006241A ‐ Post Idalia Emergency Shore Stabilization is included in the FY24‐FY29 Capital Improvement Program, funded by Tourist Development Tax.
FY24 Budget for 006241A is $21.0M. An amendment will be recommended. Current identified options for amendment:
• Unspent funds from the emergency project allocated in FY23 will be recommended to be brought forward as a carry forward amendment and added to this project.
• Coastal Management Projects unspent funds from FY23 could be brought forward to FY24 on a carry forward amendment and added to 006241A‐Post Idalia Emergency Shore Stabilization.
o FY23 Estimate for Coastal Management Projects was $10,190,000. FY23 Actuals as of 10/26/23 were $5,044,562.97 (includes $4.4M spent under this Gator agreement). Estimate of carry forward approximately $5.0M.
o Reason for FY23 underspend due to delay with 3 Beach Nourishment projects through United States Army Corps of Engineers.
• Amendment from Tourist Development Tax (TDT) reserves within Capital Project Fund 3001. Budgeted FY24 TDT reserves in the Capital Fund are $26,430,000.00.
Funding will be sought from the State of Florida Department of Environmental Protection.
