Approval and execution by the County Administrator of Amendment No. 2 to the grant funding agreement with the Florida Department of Environmental Protection (FDEP) for the Phillipe Park Living Shoreline Oyster Reef Wave Attenuation project.

                     Amendment No. 2 updates Attachment, Exhibits and Work Plan.

                     Grant funding agreement award remains $129,200.00 but County match requirement of $130,000.00 is removed from the agreement.

                     Updates to the Work Plan reflect the inclusion of reef wave attenuation barriers (WABs).

                     Funding is budgeted in the Philippe Park Living Shoreline Project 004178B in the Capital Improvement (CIP) Six-Year Plan.

                     This amendment has no fiscal impact as it only removes the County’s grant match requirement.  However, the project will be completed as fully funded in the CIP, including the original match amount.

 

FDEP Agreement No. 22FRP07; PID 004178B; No cost associated with Amendment No. 2 and County match requirement of $130,000.00 removed.

Summary:

Amendment No. 2 to the grant funding agreement removes the County match requirement of $130,000.00 and updates Attachments, Exhibits, including the Work Plan. The updates to the Work Plan reflect the inclusion of reef WABs. WABS are fully designed and permitted.

The Board of County Commissioners approved the grant funding agreement on November 15, 2022, awarding the County $129,200.00.  The agreement term ends on September 30, 2026.

 

Background/Explanation:

The Phillipe Park Living Shoreline Project consists of several phases of installation of various natural elements with a goal of demonstrating resiliency against storm surges and sea level rise, creating salt marsh and oyster reef habitat, and promoting similar projects along other shorelines in the County and throughout the region. The oyster reef WABs are the focus of this grant funding and have been designed and permitted.

 

Fiscal Impact:

No Fiscal Impact. Amendment No. 2 to the grant funding agreement removes the County match requirement of $130,000 and updates Attachments, Exhibits, including the Work Plan. The updates to the Work Plan reflect the inclusion of reef WABs. WABs are fully designed and permitted. Funding budgeted under Philippe Park Living Shoreline Project 004178B in the Capital Improvement Six Year Plan.
