Recommended Action

Approve the Local Agency Program (LAP) agreement and accompanying resolution with the Florida Department of Transportation (FDOT) for the CR 752/Tampa Road median modification project, with project limits from Sandpiper Court to Cornerstone Center.

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest the agreement.

FDOT financial project no. 439458 1 58 01, County PID no. 003127A for grant funding in the amount of $263,800
.  There is no additional cost to the County.

Summary:

This agreement provides 100% of the funding required for the County to construct median modifications on CR 752/Tampa Road, from Sandpiper Court to Cornerstone Center.  The project will include the removal of Qwick Kurb and construction of new raised concrete curb medians at the intersections of Sandpiper Court, Strathmore Gate Drive, Katherine Boulevard, and Cornerstone Center.

There will be no changes to existing turn lanes or traffic patterns.  This project will address safety and maintenance issues by creating enhanced and permanent traffic guidance to warn and direct turning vehicles entering the roadway.

 

Background Information:

The County performed a Safety Study/Design at this location and confirmed that median modifications would be beneficial toward reducing vehicular accidents.  The County submitted the Safety Study/Design to FDOT for grant funding of construction.  FDOT has approved $263,800 of construction grant funding, with the condition that construction be performed by County in-house staff and that work would begin following execution of the grant agreement.  County staff is ready to perform the construction work and is awaiting execution of the grant agreement.  Construction is anticipated to begin in the summer of 2017 and be completed by early 2018.  Construction may be completed earlier if there are no weather delays during the 2017 storm season.

 

Fiscal Impact:

The County is receiving a maximum funding amount of $263,800 from FDOT for construction and construction engineering inspection services of the subject project.  The County will receive the grant funding on a reimbursement basis for all labor, equipment, and material costs incurred up to the maximum established funding amount.
