Summary:
The Notice of Funding Opportunity allows State of Florida County Emergency Management Departments to compete thru application for up to $50,000 of federal funds to assist in preparing for all hazards events. The American Rescue Plan Act supports a comprehensive, all-hazard emergency preparedness system by building and sustaining the core capabilities contained in the National Preparedness Goal.
If awarded the EMPG-ARPA competitive grant is a cost reimbursement agreement and requires a dollar-for-dollar match of non-federal funds.
If awarded the funds will be used to procure items for the community that will support the Warning and Notification systems of Pinellas County.
Background/Explanation:
The competition supports development and sustainment of select core capabilities in the Prevent, Protect, Mitigate, Respond and Recover mission areas of National Preparedness.
Fiscal Impact:
Unanticipated expenses/revenue are up to $50,000.00. Match funds of $50,000.00 are currently funded in the Emergency Management FY22 CIP program.
No recurring costs are anticipated with grant award and expenditures

Authority for the Department Director to sign this grant application was delegated by the County Administrator, per the memo dated March 28, 2016, titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
