Recommended Action
Sitting as the Pinellas County Fire Protection Authority, approve the following amendments to the Fire Protection Services Agreement with the Cities of Clearwater, Seminole and Tarpon Springs.
• The current Fire Protection Services Agreement between the Fire Protection Authority and the Cities of Clearwater, Seminole and Tarpon Springs was executed on September 24, 2019.
• Fiscal Year 2022 capital improvement projects include the following:
1.) Clearwater will replace marine rescue unit Marine 49.
2.) Seminole will add a staff support vehicle.
3.) Tarpon Springs will replace fire apparatus Squad 69.
• Reimbursement for the unincorporated portion of capital improvement projects is made in accordance with the agreed capital plan and budget.
Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The Fire Protection Services Agreement between the Fire Protection Authority and the cities of Clearwater, Dunedin, Largo, Pinellas Park, Safety Harbor, Seminole, St. Petersburg and Tarpon Springs to provide fire protection services within the unincorporated areas of their fire district(s) was executed on September 24, 2019.
The Authority and the Cities of Clearwater, Seminole and Tarpon Springs now desire to execute Amendment 1 to their respective agreements to update their capital improvement projects.

Background Information:
The fire protection districts and associated agreements for Belleair Bluffs, Clearwater, Dunedin, Gandy, Highpoint (West), Largo, Pinellas Park, Safety Harbor, Seminole and Tarpon Springs include unincorporated areas that are contiguous with the boundaries of their respective contractor. Fire stations strategically placed ensure efficient response to the unincorporated areas as well as to the cities. The current design for fire protection in these ten fire districts allows for high quality service delivery to the unincorporated areas at a fair cost to the property owners.
Under separate but similar agreements the Highpoint (East) and South Pasadena MSTU’s are covered by St. Petersburg and Tierra Verde MSTU is covered by Lealman Special Fire Control District.
Fiscal Impact:
The City of Clearwater will replace marine rescue unit Marine 49 in FY22 with an estimated purchase price of $75,000. When multiplied by the 11.36% unincorporated percentage, the estimated cost to the County will be approximately $8,520 in FY22.
The City of Seminole will purchase a staff vehicle in FY22 with an estimated purchase price of $42,500. When multiplied by the 70.60% unincorporated percentage, the estimated cost to the County will be approximately $30,005 in FY22.
The City of Tarpon Springs will replace fire apparatus Squad 69 in five (5) annual lease-to-own payments starting in FY22. The annual lease payment is estimated at $178,632. When multiplied by the 9.36% unincorporated percentage, the estimated cost to the County will be approximately $16,720 per year during the lease term.
Reimbursement for the unincorporated portion of capital improvement projects is made in accordance with the agreed capital plan and budget. Upon receipt of the written request from the City, the Authority will pay its proportionate share of the capital expenditure based upon the percentage of unincorporated area within the Fire District.
These amounts are consistent with the request included in the FY22 Proposed Budget for the Fire Districts fund and with the multi-year financial forecast for each district.
