Approval and execution by the County Administrator of First Amendment to the Subrecipient Agreement with the Pinellas Community Foundation (PCF) to administer and implement the Pinellas CARES Nonprofit Partnership Fund to Mitigate Community Impacts Resulting from COVID-19.
● This Amendment extends the agreement with PCF through June 30, 2021 to allow additional time for each of the subawarded programs to complete programming under their existing awards and for PCF to closeout the program, including reporting.
● Subaward program agreements between PCF and each grantee may be extended through March 31, 2021, with exceptions considered through May 31, 2021 on a case-by-case basis.
● On July 7, 2020 the Board of County Commissioners adopted Resolution No. 20-60 to pursue expanded programs and services to help meet critical community needs resulting from COVID-19 including priority areas of food programs, homelessness,
behavioral health, and legal assistance for evictions.
● The initial Agreement with PCF was executed on August 10, 2020 providing for the administration of CARES Act Coronavirus Relief Fund (CRF) funding through a structured award process seeking proposals to quickly meet expanded service needs throughout Pinellas County.
● PCF has successfully implemented the program with sixty-one (61) active subawards made over a sixteen (16) week period totaling $17,916,716.57 to address behavioral health, food insecurity, and housing instability. PCF administration is contracted at an additional $300,000.00 for a total program amount of $18,216,716.57.
● Due to the expenditure deadline of December 30, 2020 under the CARES Act CRF timeline, not all of the subawarded programs fully expended their funds. Pending final December invoices, approximately $4,880,000.00 remains under the subawards for the 61 programs.
● The CARES Act CRF expenditure deadline has been extended under the Consolidated Appropriations Act, 2021 through December 31, 2021. In alignment with the new timeline, PCF will provide additional time for programs to complete their COVID-19 related services under their existing awards.
● This amendment has no new budgetary impact. Programs will have extended time to expend existing subawards. PCF will continue administration within the existing $300,000.00 allocation under the agreement.

Summary:
Nonprofit community partners have seen an increased demand for many services and assistance in response to impacts from COVID-19, particularly in the areas of food programs, homelessness, behavioral health, and legal assistance for evictions. In response, Pinellas County, in partnership with the Pinellas Community Foundation established the Pinellas CARES Nonprofit Assistance Program to expand critical services in the community.

PCF will work with the County to monitor progress of the program and will ensure regular reporting on funding and services.
Background/Explanation:
The World Health Organization (WHO) has officially characterized COVID-19 as a pandemic that constitutes a Public Health Emergency of International Concern. On March 1, 2020, Governor Ron DeSantis issued Executive Order Number 20-51, declaring that appropriate measures to control the spread of COVID-19 in the State of Florida are necessary, and accordingly the State Surgeon General and State Health Officer declared that a Public Health Emergency exists in the State of Florida.
On March 9, 2020, Governor Ron DeSantis issued Executive Order Number 20-52 declaring a State of Emergency for the state of Florida in furtherance of efforts to respond to and mitigate the effects of COVID-19 throughout the state.
The threat to vulnerable individuals and families constitutes a significant threat to public safety and welfare in Pinellas County. This requires a rapid expansion of vital services to meet local needs. The U.S. Treasury Department (Treasury) issued Guidance for State and Local Governments relating to payments made available under section 601(a) of the Social Security Act and makes clear that COVID-19-related expenses that are reasonably necessary to the function of government satisfy the Fund’s eligibility criteria and are eligible expenditures of the Coronavirus Relief Fund.
Fiscal Impact:
On July 7, 2020, the Board approved the CARES Act program framework.
Total subaward level is $17,916,716.57. Additionally, $300,000.00 is allocated to this program for approved PCF administrative costs.
This amendment has no new budgetary impact. Appropriation to support this agreement is consistent with the development of the FY21 Adopted Budget. Programs will have extended time to expend existing subawards. PCF will continue administration within the existing $300,000.00 allocation under the agreement.
