Approval and execution by the County Administrator of the Subrecipient Agreement with the Pinellas Community Foundation (PCF) to administer the Pinellas CARES Nonprofit Partnership Fund to Mitigate Community Impacts Resulting from COVID-19.

● On July 7, 2020 the Board of County Commissioners adopted Resolution No. 20-60 to pursue expanded programs and services to help meet critical community needs resulting from COVID-19 including priority areas of food programs, homelessness,
behavioral health, and legal assistance for evictions.

● The Agreement with PCF provides for the administration of CARES Act funding through a structured award process seeking proposals to quickly meet expanded service needs throughout Pinellas County.

● PCF will administer the selection, funding award, and service delivery to ensure alignment with the priority services and compliance with CARES Act guidelines.

● Funding in an amount not to exceed $30,000,000.00 has been identified in the CARES Funding for expanded community services under this program.  Up to 1% ($300,000.00) of the not-to-exceed funds for this program may be approved for PCF administrative costs.

Summary:

Nonprofit community partners have seen an increased demand for many services and assistance in response to impacts from COVID-19, particularly in the areas of food programs, homelessness, behavioral health, and legal assistance for evictions.

The agreement with PCF provides for the administration of $30,000,000.00 in CARES Act funding so services can be expanded quickly to help meet these needs. PCF will implement a structured proposal process, review and evaluation procedures for awards, funding agreements, and program oversight and reporting.  PCF will receive $7,500,000.00 in advanced funds under this agreement to expedite awards to grantees for community services.  PCF will submit program invoices to enable replenishment of the advanced funds and maintain the timely disbursement of awards.   

PCF will work with the County to monitor progress of the program and will ensure regular reporting on funding and services.

 

Background/Explanation:

The World Health Organization (WHO) has officially characterized COVID-19 as a pandemic that constitutes a Public Health Emergency of International Concern. On March 1, 2020, Governor Ron DeSantis issued Executive Order Number 20-51, declaring that appropriate measures to control the spread of COVID-19 in the State of Florida are necessary, and accordingly the State Surgeon General and State Health Officer declared that a Public Health Emergency exists in the State of Florida.

On March 9, 2020, Governor Ron DeSantis issued Executive Order Number 20-52 declaring a State of Emergency for the state of Florida in furtherance of efforts to respond to and mitigate the effects of COVID-19 throughout the state.

The threat to vulnerable individuals and families constitutes a significant threat to public safety and welfare in Pinellas County. This requires a rapid expansion of vital services to meet local needs. The U.S. Treasury Department (Treasury) issued Guidance for State and Local Governments relating to payments made available under section 601(a) of the Social Security Act and makes clear that COVID-19-related expenses that are reasonably necessary to the function of government satisfy the Fund’s eligibility criteria and are eligible expenditures of the Coronavirus Relief Fund.

 

Fiscal Impact:

On May 5, the Board adopted resolution 20-42 supplementing the Fiscal Year 2020 (FY20) Budget for unanticipated revenue from the CARES Act. On July 7, the Board approved the CARES Act program framework including funding in the amount of $30,000,000.00 to support this agreement. A budget amendment for FY21 will be brought forward separately, if needed. An amount not to exceed 1% ($300,000.00) of the funding allocated to this program may be approved for PCF administrative costs.

Authority for the County Administrator to sign this Amendment is granted pursuant to Resolution 20-60 dated July 7, 2020.
