Approval and execution by the Director of Administrative Services of the Second Amendment to the Subrecipient Agreement with Pinellas Community Foundation (PCF) for Administration of the Pinellas CARES Nonprofit Partnership Fund to mitigate community impacts resulting from COVID-19.

 

● This Amendment extends the Agreement with PCF through August 31, 2021, to allow additional time for two remaining subawarded programs to complete their projects and invoicing by August 27, 2021 and for PCF to facilitate closeout of the program, including reporting, by August 31, 2021.

 

● On July 7, 2020 the Board of County Commissioners adopted Resolution No. 20-60 to pursue expanded programs and services to help meet critical community needs resulting from COVID-19 including priority areas of food programs, homelessness, behavioral health, and legal assistance for evictions.

 

● The initial Agreement with PCF was executed on August 10, 2020, providing for the administration of CARES Act Coronavirus Relief Fund (CRF) funding through a structured award process seeking proposals to quickly meet expanded service needs throughout Pinellas County. 

 

● PCF has successfully implemented the program with sixty-one (61) subawards to address behavioral health, food insecurity, and housing instability.  Total contracted funding for subawards and PCF administration is $18,216,716.57.

● This Amendment has no new budgetary impact.  Two awardees will complete their projects within the existing CARES Act funding allocated to PCF for programming.  PCF allowable administrative costs will be increased within the existing allocated budget by $32,000.00 to cover closeout activities.  Total direct administrative costs for the duration of the program will be up to $332,000.00.  No new funding is required under Amendment 2.

Summary:

Nonprofit community partners have seen an increased demand for many services and assistance in response to impacts from COVID-19, particularly in the areas of food programs, homelessness, behavioral health, and legal assistance for evictions.  In response, Pinellas County, in partnership with the Pinellas Community Foundation established the Pinellas CARES Nonprofit Assistance Program to expand critical services in the community.

Background/Explanation:

The World Health Organization (WHO) has officially characterized COVID-19 as a pandemic that constitutes a Public Health Emergency of International Concern. On March 1, 2020, Governor Ron DeSantis issued Executive Order Number 20-51, declaring that appropriate measures to control the spread of COVID-19 in the State of Florida are necessary, and accordingly the State Surgeon General and State Health Officer declared that a Public Health Emergency exists in the State of Florida.

On March 9, 2020, Governor Ron DeSantis issued Executive Order Number 20-52 declaring a State of Emergency for the state of Florida in furtherance of efforts to respond to and mitigate the effects of COVID-19 throughout the state.

The threat to vulnerable individuals and families constitutes a significant threat to public safety and welfare in Pinellas County. This requires a rapid expansion of vital services to meet local needs. The U.S. Treasury Department (Treasury) issued Guidance for State and Local Governments relating to payments made available under section 601(a) of the Social Security Act and makes clear that COVID-19-related expenses that are reasonably necessary to the function of government satisfy the Fund’s eligibility criteria and are eligible expenditures of the Coronavirus Relief Fund.

 

Fiscal Impact:

On July 7, 2020, the Board approved the CARES Act program framework.

 

Total contracted funding for the program subawards and administration is $18,216,716.57.  No new funding is required under this amendment.  An additional $32,000.00 will be moved within the existing budget to direct administrative expenses to cover closeout activities by PCF.  Total administrative expenses will be $332,000.00 for the duration of the program.
