Approval of the Grant Application for Federal Assistance to request federal entitlement and discretionary grant funding to complete the construction phase of Runway 18-36 Rehabilitation project for the St. Pete-Clearwater International Airport (PIE).

 

                     Runway 18-36 is PIE’s primary runway and is in need of asphalt pavement rehabilitation as a result of indications of pavement failures such as weathering and cracking. 

                     PIE is committing its FAA entitlement funding for Fiscal Year (FY) 2019 and FY20 in the amount of $8,161,816.00 and seeking $11,584,528.00 in FAA discretionary funding to fund this runway rehabilitation project.

                     PIE will also be committing approximately $3.4M from its Capital Improvement Plan budget to pay for construction management services and owner’s contingency costs.

 

Authorize the Chair to sign and the Clerk of the Court to attest to the Grant Application form.  Upon receipt of the Grant Agreement, authorize the Chair to execute the Grant Agreement.

Summary:

This FAA Airport Improvement Program (AIP) Grant Application is requesting approximately $19,746,344 in FY19 and FY20 AIP entitlement and discretionary funding to rehabilitate PIE’s primary runway, Runway 18-36.  This project is budgeted in PIE’s CIP in FY20.

The FAA requires that the Grant Agreement be executed immediately after receipt.  Due to the FAA’s time constraints, approval is requested for the Chairman to execute the Grant Application and Grant Agreement and the Clerk to attest the signatures.  This agenda item accompanies Purchasing Department’s Legistar Item #19-1638A.

 

Background Information:

The objective of this funding is to construct the pavement rehabilitation of PIE’s primary runway, Runway 18-36.  This Grant will also fund new edge lighting on the runway’s shoulders.  The existing pavement exhibits various types of distresses such as weathering and cracking.  The most recent PCI Study notes PCI values ranging from poor to satisfactory.  PIE already received $900,000 from the Florida Department of Transportation (FDOT) for design and construction costs.

The project budget includes costs for the following:  bidding services, construction administration services, temporary navigational aids installation, and owner’s contingency.

Because of the project’s cost, PIE is committing its entitlement funding for FY19 and FY20 in the estimated amount of $8,161,816.  Since the project competes very well nationwide, PIE is seeking $11,584,528 in discretionary funding.

 

Fiscal Impact:

While this project is included in PIE’s proposed FY20 CIP budget, the project budget will be increased for the Tentative Budget due to higher bid estimate as compared with the engineer’s estimate used for development of the Proposed Budget.  The grant summary is outlined below.
