Summary:

SAMHSA has awarded the County a three (3) year grant for the Elevate program which aims to reduce crime and substance abuse among at risk/high need, nonviolent youthful offenders aged 18-30 who have been diagnosed with a substance abuse disorder, have experienced trauma, and may also be struggling with a mild co-occurring mental health disorder.  Between 2015 and 2018, at least 185 youthful offenders are expected to enroll in Elevate through joint funding from SAMHSA and the Bureau of Justice Assistance.

The project period for the total Elevate grant award is retroactive to September 30, 2015 to September 29, 2018.  Year 2 budget period is September 30, 2016 to September 29, 2017.  Funding for Fiscal Year 2017 (FY17) is $324,978.  SAMHSA requires continuation applications for Year 2 and Year 3.

 

Background/Explanation:

The Year 1 grant award was accepted by the Board on October 20, 2015.  The contract agreements with WestCare Gulfcoast-Florida, Inc. and Center for Rational Living were executed in December.

 

Fiscal Impact:

The total amount of the Year 2 SAMHSA continuation award is $324,978.  There is no match required.

Authority for the County Administrator to sign this these documents is granted under Code Section 2-62 (a)(1).
