Approval of the award of bid to Kamminga & Roodvoets, Inc. for the McKay Creek Water Quality Improvement project.

 

                     Construction of two water quality treatment ponds within the McKay Creek watershed.

                     Two bids were received with award recommended to the lowest responsive responsible bid Kamminga and Roodvoets in the amount of $898,074.50.

                     All work is expected to be completed within 240 consecutive calendar days.

                     The McKay Creek watershed area spans across several jurisdictions including parts of the cities of Largo, Belleair Bluffs, and Seminole and unincorporated areas of the County.

 

Bid No. 189-0112 (JJ); PID No. 002424A; in the amount of $898,074.50 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this contract is to construct two (2) water quality treatment ponds. The wet pond includes water diverted from McKay Creek to a wet detention pond for water quality treatment. A steel sheet piling structure (weir) will be installed upstream of the existing limestone outcropping to raise the water elevation in McKay Creek during storm events so that stormwater can be diverted to the wet pond for water quality treatment. The dry pond components consist of a dry retention pond with a stormwater treatment device to separate sediment and nutrients from stormwater runoff prior to entering the dry retention pond. Both ponds discharge back into McKay Creek.

 

Background Information:

The County has identified water quality concerns in the area of the McKay Creek watershed. The McKay Creek watershed encompasses 8.65 square miles (5,536 acres) in west-central County. McKay Creek is associated with the water body identification number (WBID) 1633 (tidal segment of the Creek) and WBID 16338 (freshwater segment), is deemed impaired by the Florida Department of Environmental Protection, and is on the Environmental Protection Agency's list for dissolved oxygen, fecal coliform, and nutrients.  Thus, water quality improvements in the McKay Creek watershed are highly desired by the County.

 

Fiscal Impact:

Expenditure not to exceed: $898,074.50

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas), a SWFWMD grant of $200,000.00, and an FDOT grant of $200,000.00.
