Approval and execution by the Director of Administrative Services of the Fifth Amendment to the Agreement (Amendment) with Operation PAR, Inc., for Health Care for the Homeless substance use services and the First Amendment to the Addendum (Addendum) to the same Agreement.  

 

                     The Amendment will consolidate three (3) supplemental grant program awards whose specific projects periods have ended into a single program to facilitate efficiencies in program service delivery and administration.

 

                     Health Resources Services Administration (HRSA) previously combined funding of programs into the project’s base amount at the conclusion of the project period. This amendment aligns the contract with the overall program funding for the Health Care for the Homeless Program.

 

                     The Addendum provides a no-cost time extension through October 31, 2021.

 

                     There is no fiscal impact associated with this item.

 

                     This program utilizes the Pinellas County Health Program’s existing model of integrated primary and behavioral health care by providing on-site screening, assessment, and referral to substance use services for Health Care for the Homeless clients.

Summary:

This Amendment consolidates three (3) supplemental grant awards from the Health Resources and Services Administration (HRSA) into a single substance use service program for homeless individuals, under a single grant award. Substance use services under this program include case management, counseling, and medicated assisted treatment as appropriate for each client. The Addendum provides a no-cost extension to supplemental funding for the same services due to COVID-19. 

 

Background/Explanation:

This program utilizes the Pinellas County Health Program’s existing model of integrated primary and behavioral health care by providing on-site screening, assessment, and referral to substance use services for Health Care for the Homeless clients

The following supplemental awards are being consolidated under the HRSA grant award number H80CS00024: Substance Abuse Service Expansion awarded in 2016, Access Increases in Mental Health and Substance Abuse Services in 2017, and Expanding Access to Quality Substance Use Disorder and Mental Health in 2018.
