Approval and execution by the County Administrator of the Agreement with Operation PAR, Inc. (Operation PAR) for adult inpatient detoxification (detox) treatment.
● This agreement continues funding for adult inpatient detox services beginning October 1, 2025 through September 30, 2028. This program provides physical health screenings, psychosocial assessments, medically monitored substance detox along with individual and family counseling, case management, and educational group sessions to stabilize individuals. Operation PAR also connects and reconnects clients (as needed) with the Pinellas County Health Program/Health Care for the Homeless Program to maintain client engagement in physical and mental health services.
● The Board previously approved the following items related to the original program: agreement under file 20-762D, First Amendment under file 22-1342D, First Renewal and Second Amendment under File 23-0527D.
● In Fiscal Year (FY) 2024, Operation PAR provided mental health and substance abuse detox treatment services to 697 unduplicated clients with 73% successfully completing inpatient detox. In the first two quarters of FY25 (Oct 1 - Mar 31), Operation PAR served 354 unduplicated clients with 72% successfully completing inpatient detox.
● Funding in an amount not to exceed $214,987.50 has been identified in the Human Services proposed FY26 General Fund appropriation. The agreement has a fiscal non-funding clause, should this portion of the budget not be approved. Body

Summary:
This agreement continues funding for adult inpatient detox services beginning October 1, 2025 through September 30, 2028. Operation PAR also connects and reconnects clients (as needed) with the Pinellas County Health Program/Health Care for the Homeless Program to maintain client engagement in physical and mental health services.

Background/Explanation:
Operation PAR is a comprehensive substance abuse service provider within Pinellas County. This Agreement supports capacity at Operation PAR’s Adult Detoxification Program which plays a significant role as a first step toward recovery for Pinellas County adults and families struggling with addiction.
County funding for personnel and operating costs helps to maintain the equivalent of approximately two (2) detox beds annually. Operation PAR utilizes evidence-based best practices to provide integrated substance abuse and mental health services to its clients.
In FY24, Operation PAR provided mental health and substance abuse detox treatment services for a total of 697 unduplicated clients with 73% successfully completing inpatient detox.
