Approval of the award of bid with Erickson & Lindstrom Construction Co. for the Animal Services kennel replacement and HVAC renovation.

 

                     This project consists of renovating the three canine buildings and the one feline building to include tempered air conditioning, new kennels, new roof, strengthened for storms, and brings buildings up to current code standards.

                     There were two responses received with Erickson & Lindstrom Construction Co. recommended for award as the lowest responsive and responsible bidder in the amount of $3,578,306.00.

                     Work is expected to be completed within 305 consecutive calendar days.

                     The Small Business Enterprise program commitment for this project is 16%.

                     Funding in the amount of $3,164,000.00 is available in the Fiscal Year (FY) 2023 Adopted Budget from the Local Infrastructure Sales Surtax (Penny for Pinellas). The difference of $414,000 will be proposed as part of the FY24 Capital budget development process.

 

Contract No. 22-0399-CP(AJM): PID No. 004009A for the Animal Services Kennel Replacement and HVAC Renovation; in the amount of $3,578,306.00 on basis of the lowest responsive and responsible bid received meeting specifications. All work is expected to be completed within 305 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

This project consists of renovating the three (3) canine buildings and the one (1) feline building to include tempered air conditioning. Additional upgrades and repairs include architectural, structural, mechanical, electrical, plumbing and fire protection. Work also includes replacement of existing kennels for animal housing, existing metal roof, and installation of new HVAC air tempering system, new cat run storefront enclosures, new emergency generator and fuel tanks.

On May 6, 2022, the Purchasing and Risk Management Division released an invitation to bid with two (2) vendors responding to the bid. Erickson & Lindstrom Construction Co. is recommended for award as the lowest responsive and responsible bidder in the amount of $3,578,306.00.

 

Fiscal Impact:

305 - day expenditure not-to-exceed:                                           $3,578,306.00

 

This award of bid is included in the Capital Improvement Program project 004009A Animal Services Renovation and A/C replacement in buildings 200,300,400,600 under Human Services function, Other County Buildings program. Funding is derived from the Local Infrastructure Sales Surtax (Penny for Pinellas). There is not sufficient funding programmed under this project in the current plan. Administrative Services is going to request additional funding through a change order request during the FY24 budget development.
